  SERB Quarterly Goes Online and Gets a New Name
   

 The SERB Quarterly has been published in one form or another since 1985, and the monthly SERB Quarterly Supplement since July 1996, both as paid subscription publications. SERB is now combining these publications into one and making it available to all online at no charge. We’ve named the successor publication the SERB Online Journal. At this time, it will continue to be issued quarterly and will continue the volume and number sequence used in its printed quarterly predecessor.

  Board Names McClendon Labor Relations Administrator
   

On May 15, 2006, Dory A. McClendon was promoted to the position of Labor Relations Administrator. As Administrator, she will oversee the Investigations and Representation Sections. Ms. McClendon joined the SERB staff in February 1989. Prior to her promotion, she served as a Labor Relations Specialist 2 for the Representation Section.

Before coming to SERB, Ms. McClendon worked in the Ohio Attorney General's Office. She also has 15 years of private sector service with the Industrial Sales Division of the General Electric Company.


  Board Appoints Turner as the Mediation Administrator
   

On May 1, 2006, Edward E. Turner was promoted to the position of Administrator of the Bureau of Mediation. Prior to his promotion, Ed served as a state mediator since 1998. The Mediation Administrator oversees the implementation of Ohio's statutory dispute settlement process.

For eight years, Turner served as a Staff Representative with the American Federation of State, County and Municipal Employees (AFSCME), Ohio Council 8. As an AFSCME staff representative, his responsibilities included negotiations, contract administration, grievance handling, and civil service representation. Prior to joining the staff of AFSCME, he worked fourteen years as a Legal Assistant with the Legal Aid Society of Columbus. During his employment with the Legal Aid Society, he was a longtime member of AFSCME Local 797, and served that local as steward, bargaining committee member, and president. He is a graduate of The Ohio State University with a Bachelor of Arts degree in Sociology, and of the Capital University Law and Graduate Center Certified Legal Assistant Program.


  Board Selects Marziale as Executive Director
   

On May 1, 2006, Arthur J. Marziale, Jr. became the Executive Director for the State Employment Relations Board. The Executive Director serves as the Chief Operating Officer for the Board. The Executive Director oversees the Clerks Office, Administrative Services Section, and Research and Training Section and directly supervises the Hearings Section.

Prior to his appointment as Executive Director, Art Marziale served as Senior Deputy Attorney General in the Constitutional Offices Section for Ohio Attorney General Jim Petro. The Constitutional Offices Section represents the Governor, Attorney General, the General Assembly, the Supreme Court of Ohio, and other constitutional and executive offices and agencies. The Section also contains the Public Records Unit and the Tobacco Enforcement Unit.

Art Marziale previously served as Deputy Chief Counsel for Ohio Attorney General Betty Montgomery. He began his career in the office as a Principal Attorney for the Chief Counsel’s Staff. In June 2001, he received the Attorney General’s Professionalism Award.

He received his Juris Doctorate from the Capital University Law School in 1985. He completed his undergraduate studies at Allegheny College, receiving a B.A. in Political Science in September 1980. He is currently a member of the Columbus and Ohio State Bar Associations.


  Governor Appoints Mayton as Chairman
   

On Friday, March 17, 2006, Governor Bob Taft appointed Craig R. Mayton, Esq., of Hilliard, Ohio, to the remainder of a six-year term ending October 6, 2008, as Chairman of the State Employment Relations Board.

At the time of appointment, Mr. Mayton was the Executive Director and Mediation Administrator for the State Employment Relations Board. Prior to his employment with SERB, he served as Chief Legal Counsel for the Auditor of State and as First Assistant Attorney General with the Ohio Attorney General. He has also served as the Magistrate in the Franklin County Court of Common Pleas, City Attorney for the City of Upper Arlington, and Delaware Municipal Prosecutor.

Mr. Mayton has a Bachelor of Arts degree in Russian Studies from the University of Maryland and a Juris Doctor degree from The Ohio State University School of Law.
